Digital Message Board Sign(s) and Billboard(s) for El Paso County,Texas
INTRODUCTION
As part of the El Paso County’s plan to attain fiscal sustainability, the County is seeking a private firm to develop, construct, operate and maintain digital outdoor and indoor advertising message board sign(s)/billboards (Signs) on County-owned property as a
method to generate revenue. Moreover, updating the County’s signage/billboards will help to modernize the County’s image, promote the County’s community events, add value to the County’s urban landscape, and stimulate economic investment by attracting and supporting the local business community.
The detailed information should describe specifications of the Sign(s) (e.g. remote diagnostic capabilities, Amber Alert capabilities, automatic brightness adjustments, UL and IEC criteria, color calibration, and remote shutdown capabilities) and compliance with the applicable federal, state, local, and other regulatory laws and ordinances.
The length of the term together with any options (if any). Proposals should include a minimum 10-year lease term. Longer terms or leases with extension options will be considered if a market-based adjustment is included in the term, either on an annual basis or at the point of extension options.
o Proposals must specify the proposed lease rate for each digital sign location on an annualized basis. Proposals may include a base rent amount with a revenue sharing provision, but higher base rents are preferred.
The El Paso County, Texas uses Ion Wave Technologies as their third party bid management provider. Vendors that choose to submit virtually may submit through the electronic bidding (e-bidding) platform: http://elpasotexaspurchasing.ionwave.net. The County’s e-bidding system will be accessible to registered users provided a unique username and password.
